I've got a good strat down for Italy to form a democratic Rome or the actually holy, roman, and empiric HRE. Pretty standard setup though. BTW, you deserve way more subs than this!!! Perfect 5/7 content
Also, I tried the strategy and Britain didn't guarantee me even though I boosted relations (probably just got unlucky) but the real issue was Denmark didn't join the Comintern at all and then somehow joined the allies once I gave up and attacked the Soviets. Did I just get super unlucky?
