Wow, they definitely deserved better and I didn’t expect “Super Trouper” to chart that low (considering it reached the top spot in most other countries) and “The Winner Takes It All” not getting in the top 3 is a crime. The USA is the country that promotes a free market economy... but they are also one of those that protect their own industry the most... in the area of music they have always done so as well. For example, The Beatles had to become Americanized to hit the United States... get a lot of use out of their individual looks, a lot of photos, movies, appearances on shows like 'Ed Sullivan', a lot of touring (through that gigantic country)... something which, I think, ABBA was not willing to do... From what I recall, ABBA decided against touring the US because they didn't feel their album sales were sufficient to support a tour. The only tour they did of the US (in 1979) largely stayed on the West Coast and along the northern tier of the US. Of that tour's schedule, only their date in St Paul, MN broke the 10000 mark in terms of audience (their 4 Canadian dates all surpassed that mark); most of their other dates were sellouts but we're talking 6000 to 8000-seat venues. The tour was largely to support the "Voulez-Vous" album which only went gold in the US (compared to "The Album"s platinum success in 1978) and only reached #19 on the LP chart ("The Album" peaked at #14 and the following studio album, "Super Trouper" peaked at #17). The irony, of course, was that most US acts saw touring as a way to increase sales of their albums.
They didn't want to do promotion in the US since especially Agnetha didn't want to travel and spend time away from Sweden, where she only wanted to be at home with her children. Benny and Björn thought their records sold extremely well every elsewhere around the world, so why to bother to do promotion in the US. They didn't need the US market any more.
The interesting thing is that Frida’s solo hit, “there’s something going on” did as well or better than most of the ABBA songs

They were on a clear upward trajectory until the Voulez Vous period ... then struggled thereon. Bad management? Bad marketing ? Really makes no sense.
