    Viewing it through a lens of grace, from purely a *grace* perspective, it seems to me Peter is comforting these believers who have been falsely accused as to their trust in Christ. Believers and unbelievers do the same thing today. They say things such as;
    "You can't be a Christian having such sin in your life".
    They accuse us of having not *truly* believed, seeing themselves as righteous, but the righteous (those who trust Christ) as sinners.
    Having a good conscience; that, whereas they speak evil of you, as of evildoers, they may be ashamed that falsely accuse your good conversation in Christ. For it is better, if the will of God be so, that ye suffer for well doing, than for evil doing. 1 Peter 3:16-17
    To "suffer for well doing", from within the context of the chapter is to suffer for naming the name of Christ, but still having worldly traits within our flesh and being accused by unbelievers (and sometimes even believers). I think this is why Peter used the example of Noah. The people knew Noah. They knew he was a sinner just as they were, though he was claiming to be a man of God, as scripture clearly teaches he was a man of God!
    We are going to be accused by the world every time we use the name of Christ as our hope of salvation. They (unbelievers) are going to see that we are no better than they are and accuse us of being hypocrites, or even unbelievers. "Evil doing" would be hiding the hope we have in Christ alone and conforming to the world. Self righteous and accusatory toward our brothers and sisters in Christ. Just my perspective based on context. James taught a similar message in James 4.
    1 Peter 3
    8 Finally, be ye all of one mind, having compassion one of another, love as brethren, be pitiful, be courteous:
    9 Not rendering evil for evil, or railing for railing: but contrariwise blessing; knowing that ye are thereunto called, that ye should inherit a blessing.
    10 For he that will love life, and see good days, let him refrain his tongue from evil, and his lips that they speak no guile:
    11 Let him eschew evil, and do good; let him seek peace, and ensue it.
    12 For the eyes of the Lord are over the righteous, and his ears are open unto their prayers: but the face of the Lord is against them that do evil.
    13 And who is he that will harm you, if ye be followers of that which is good?
    14 But and if ye suffer for righteousness' sake, happy are ye: and be not afraid of their terror, neither be troubled;
    15 But sanctify the Lord God in your hearts: and be ready always to give an answer to every man that asketh you a reason of the hope that is in you with meekness and fear:
    16 Having a good conscience; that, whereas they speak evil of you, as of evildoers, they may be ashamed that falsely accuse your good conversation in Christ.
    17 For it is better, if the will of God be so, that ye suffer for well doing, than for evil doing.
