I haven't gone through the chystler building on my profile yet, but my weapon has 999 attack, 237 range, and 268 bullet capacity (P90 best weapon in the game) and my armor is 200 defense, 200 PE defense and 100 CR evade, Soon I am going to do a level 1 playthrough of the Chrystler building...
Well, you have Shotx2 on your gun. You could replace that with Double Command and simply use it as two shots while keeping your options open. There is no downside to having it. It only makes you stronger.
P90 (though it has 2 slots less than this), if you skip fire and cold, and use attack all instead of burst, you eat the whole screen of enemies in one quick turn. I think it works better than the pistol with no doubt, specially for multi target enemies or high density. I ate this boss in literally 4 seconds, with a lot less +stat than you have. Also double and triple command works great here, you can replace it for the 2xROF (loosing aprox 20% of dmg, but shooting a single bullet, in SMG it doesnt matter because it is quick but in pistols is really good to shoot less because it is slower), or replacing another element, acid or tranq being best candidates.
From what I've read, you shouldn't put all elements on your gun, as the resisted one will take precedence (should you come across a resistant enemy). I've read to add just statuses (Acid, Tranq, Cyanide). Also, a P90, though it eats your bullets alive without "Burst" (it naturally comes with "Attack All" in order), I've taken this boss down in literally about 10-15 seconds.

An enemy with Resist Frost or Heat would take little to no damage from that gun, Double/Triple Command is missing as well and no Burst either.
How do you not have Double Command or Triple Command on your weapon?

Remove rate of fire x2 with super tool and add the effect "enter 2 or 3 commands" for more ATK POW

You should also have PE Light on your armor. That is basically essential.
