A driver would be someone operating a cab, limo or a bus. They are making commerce with their vehicle. These citizens are correct in that they are traveling in their vehicle and not using it for commerce and therefore are not required to be licensed or insured. A driver making commerce needs to be licensed. Nobody else does if you actually study the laws and don't rely on cop reactions or RUclips. Cops are more sovereign than citizens because they feel laws don't apply to them.
