I'm a retired ATPL (gained in the 80's)....
The idea that the Dash-8 crew thought it was remotely OK to continue their approach in poor weather and visibility KNOWING that the ground crew had been actually working on the active runway DURING the approach, and NOT receiving ANY confirmation at all that the trucks had vacated, and then landing anyway, is beyond belief....
Without hearing from the trucks, they're legally obliged to go-around.....Blaming their No2 Comms is ludicrous..
.....This ranks as gross negligence and in Europe would be sackable.............No if's' no buts....

I’m not even a pilot but I’m very interested in aviation. Even I know that at a tower controlled airport you never land unless you get clearance. If you don’t get clearance before you hit minimums you go around. There should NEVER be any assuming going on. You always make 100% sure that you are cleared to land.

Listening to his excuses about the radio was just cringe worthy. I would've respected him a lot more if he just said "yeah, we screwed up."

To avoid crashing into the snow blowers? True it's an uncontrolled airport but those runways don't clear themselves.
