Despite losing to it in finals, I was telling my friends (both of which also topped Maryland with Vayu Turbo) that the deck sucked the whole weekend LOL. But it's only because I'm usually a Vayu player, so I hate it with love.

I'm your fan Frazier. Collector and Judge here in Brazil. This is incorrect. It is well known that "goat era card text" translates to PSCT as follows: " This card cannot be Normal Summoned or Set.) This card can only be Special Summoned by..." → "Cannot be Normal Summoned/Set. Must first be Special Summoned..." and "This card cannot be Special Summoned except by (method)" or "Must be Special Summoned by (method), and cannot be Special Summoned by other ways." → "Must be Special Summoned by (method)". Soul of Purity and Light does not have a PSCT printing, but you can tell that it works like Black Luster Soldier - Envoy of the Beginning because it has the same wording that pre-PSCT BLS-EotB does. Chaos sorc is the same. All that to say: the answer is yes, you can reborn Soul the purity with Call of the haunted / Goyo (if it was properly summoned first, in the case of COTH). PSCTs aren't (generally) "erratas" that change the card's behavior, but clarifications of their intended behavior via clearly-defined language constructs.
In Edison undefined counts as 0 for deck dev. SOPAL only had one printing at the time from LON. The first printing of all of the chaos monster said "can only be special summoned" including sorc and BLS, until they were errata'd to say "must first be special summoned". Since SOPAL never got a reprint during the time period, it is assumed to be the same as Sorc and BLS. After TU06 came out, it was official that the errata'd text did say "can only be special summoned", you wouldn't be able to goyo it now.
I agree, deck dev is the most toxic single card in the format. I don't think there's anything else that has nearly as much of a lame impact on the format.
