There are a number of reasons as to why. There's a dedicated youtube video explaining it comprehensively as to why it's not in the Olympics, not even in the foreseeable future. TLDR 1.) Its not a popular sport in the many parts of the world yet. It has it's own bubble. Some are in the snooker bubble while others in the pool side. 2.) The sport is similar to the veins of a Board Game, why Chess isn't in the Olympics as well. Though its physically taxing to play pool, but it's not like your really sweating and draining all of your energy to win. 3.) maybe if there is a change in the Olympics Guard globally this will change. Till then its just a non Olympic sport
