I didnt know Hunt follows Swap either, is Illidan the Samuro hard counter?
Samuro can frameglitch the hunt and tyrael judgement, but it requires perfect timing, so it's unlikely to happen
There's counterplay for both but Illidan's evasion reset at 13 and the possibility of battered on the clones mean the sam has to play more around the illidan than the other way around

I wouldn't mind them doing an arthas job on Illidan. Buff a few weaker talents, give him some hp. Obviously he can get super oppressive in the right conditions, but you will almost always have a better pick than him soo...
