Having to "declare a pass" in a video game is dumb. Outside of tournaments, or games against _those_ people, who even really cares about rules like that? Part of the fun of playing the digital version of a board game is not having to get bogged down by unnecessary details.
Yeah... the pass thing should really be a pop up option if a guy has the ball or is going for the ball. Like "This player has the ball, do you want to declare a pass or hand off." If they insist on having you "follow the rules." That would be easy enough to implement, and make both camps happy. Edit: And then they could do one of those decision wheels they are so fond of. "Pass, hand off, neither."
I think I finally got why you have to declare a pass in blood bowl in this match. If ball is on the ground, you might say I will pick up the ball with this guy and pass, but he's really stupid or something like that that doesn't cause a turn over. Then you can't declare a pass with another guy because you already declared your pass with previous guy. I think that's extremely unlikely, as you probably wouldn't want to pick up the ball and pass with a guy that can roll a really stupid or wild animal or take a root or something that I can't think of, but they probably wanted to cover that possibility. Feel free to correct me if I got that wrong.
I know im late but didnt one of the crocs cause an injury? It was apothecaried but doesnt that still count as an injury for the croc and should give points?
I keep trying to figure out why I dislike the UI so much. I think part of it is EVERYTHING is spread out as max as possible in ways that dosent connect relevant information within shared space.

Declaring the pass when you activate doesn't matter if you roll a 1 to pick the ball up :)
The only thing I've come up with that might make having to declare a pass make sense is On The Ball, which activates when the pass is declared.

i hate the declare system, thats just dumb
I can't play right now because my internet keeps cutting out, but in season 1, most of my games were against Orcs. It got really boring.

It’s because players of BB2 never had to deal with that, so by adding it, they are “changing the rules”
