There are so many red salmon going upstream in that shallow water at that moment, the bear is likely distracted but also might be trying for an egg-laden female red salmon which is a preferred catch. In any event, any fish it might "catch and release" will likely be caught again later by other bears and/or fed upon by gulls or eagles, or other creatures if it washes back out to sea. Not much goes to waste....
We should count our blessings that we weren't a fish down here, " can you imanage'" being a fish, with a young bear , ouchie & dern , why we glad not to be fish , Yeah ! 🐟 😊
