    *Additional review information:*
    -Gameplay captured on PC, i7 7700k, 4.7ghz, GTX 1080ti.
    -Average frame rate 48 on "High Settings" with Direct X 12 enabled and texture resolution set to "Medium". Ray tracing and motion blur disabled.
    -Performance issues and framerate issues were constant, however a day 1 patch will be available that may fix these issues. For me, they were kind of a pain.
    -# of crashes: 4, straight to desktop.
    -Time to complete game: 17 hours. Completed all story content, recruited around 30 people total
    -Did not participate in bare knuckles fighting (not a fan of the melee, even though it's nicely improved from WD1 I think) or Parcel Quests. Found them pretty boring.
    -A distinct lack of actual side quests is a problem. I think this is because there aren't actual pre-defined characters outside of the story to feature. Everyone you play and recruit is procedurally generated, so there's not much to explore narratively speaking. I talk about this in the video as one of my main issues.
    -Game plays nice for what it is, sound effects are servicable, stealth works very good, and the game has an interesting take on detection. If you don't use guns, guards won't alert other guards... which is very nice. You can get caught, fight it out, or disable them and you can carry on with stealth. *Great feature.*
    -Loading screens can be annoying because they are frequent, but they aren't very long. It's annoying to have to have a loading screen when changing characters.
    -Car handling is good, and in line with it's competitors.
    -Customization options for weapon skins and especially clothing is very good. Lots of clothing to buy, everything looks pretty good.
    -I wish there were some collectibles outside of money and EFT, which is used to buy skills. Masks are really cool to collect, but once you find them all there's really nothing to hunt down. Love the mask system.
    -Overall, the gameplay is fun for a good 8 to 10 hours, and then it starts to get repetitive as you realize most of the recruits you bring into your team don't play all that differently from what you already have. The novelty can wear off pretty quickly if your looking for substance, especially in terms of characters having deep personalities and stories (they don't).
    -If you don't care about characters in this regard, this is probably a review that might skew you the wrong way. If you just want to romp around an open world and form a dream team of characters regardless of how different they play, you'll like Legion.
    -I was extra hard on this game as I was given a chance to play the game twice prior to this review and expected a lot.
    *Final Takeaway*
    I was first not impressed with Legion with the demo I played a couple months ago, as it was full of standard early game quests and tutorials. However, when I got to play it a second time in early October, I was ecstatic for it. This is because that 4 hour demo had the single best slice of gameplay in the entire game. It was basically a chunk of the story mid-way through the game, and it was definitely the most exciting bit. I guess this is the danger of playing a pre-release version of a game. If it's great, and you say it's great, you hope the rest is just as exciting. Sometimes it's not. In this case, the rest of the game was not as good as that demo. Not bad. Just not as fantastic as what I played that day... for all the reasons I went over in the video.

      It would have been cool if the job of the characters affected their lines and missions more. It would be cool if the hitman type characters would be more dangerous and hard to please, like maybe you have to fight them at first.

    All these games that try these lofty "Do anything" "Play as anyone" type things always end up like this. As wide as an ocean with the depth of a small puddle. Less is more people. Quality>Quantity.

      How many games do the "Play as anyone?!"
      I cant think of State of Decay and... um... ammm..... uuuhhh..... nothing else. Im probably missing a few games, but this isn't like a schtick or a bad trend. it's a good attempt at innovation.
      And in games where you can do anything you can do far more than a game like COD. the difference is that a scripted linear "Do only what we want you to" game is doubling down on what you do and force you into spicing things up. so they have you do a night mission, then a stealth mission at dawn, then a driving-racing mission, then a high action shootout that ends in a helicoter flight.
      In none linear do-anything games, like the ill accepted GR:Breakpoint or the better GR:Wildlands, you can have the exact same variety in gameplay mechanics, only you can choose the approach yourself. Same with WD:L. I often get very varied missions - some stealth, some high action, some are just hacking, in some I kick ass and in others I nearly die. it can be very varied because there are so many mechanics.
      So it's not really shallow, imo. Not how i see it.
      But, i completely agree that when there are too many characters, it gets shallow in the story department, and story\characters is never something you want shallow.
      The play-as-anyone thing contributes a lot if you play with permadeath on, but when it's off, then it doesnt add as much.

      @@SnrubSource game is poorly optimized haha i am using gtx 1650 super and i am playing rdr2 med to high settings. And on this game all low but got stutters.

    The game world was the real selling point for me. So disappointed there is nothing to do in it. Honestly I would have preferred they just gave us a team of characters with different abilities, each of which we can completely customize with age, gender, skin colour, voice etc. Give us a good team of our own creation, one which we actually get attached to.

      Yeh but that really does Watch Dogs 2 and some of the AC games a massive injustice. Watch Dogs 2 was a beautiful open world with so much variety and atmosphere. It unfortunately was passed over by so many - my advice, go give it a go now and you'll see how much more polished it is than Legion.

      @@Cirias I meant to say modern Ubisoft open world games, I played watch dogs 1 and it wasn't as bad as people say, I wasnt a fan of the second game because I didn't like the characters and atmosphere.Same with assassin's creed, in my opinion it almost became another call off duty.

      @@friendlyreaper9012 I also preferred Watch Dogs to Watch Dogs 2 for similar reasons. I didn’t care at all about Marcus and his friends. Aiden, with all his flaws, was someone I could get behind in a sense because I understood his plight. He stumbled into something while doing a job that had fatal consequences for his niece. Seeing all of it play out was a satisfying ride and the game had everyone’s favorite Asian assassin in a pink suit. 7/10 game tbh, but enjoyable nonetheless.

      This is why Watch Dogs 1 was so interesting. It was a realistic example of what the ctos system would actually be like. The city and people looked real. WD2 and Legion are not realistic in any way, everyone wears technology and punk clothes. Too bad because the hacking systems have gotten more interesting since WD1.

      I don't think "Dumbed Down" is the right Phrase. It's more just that certain Standard Gameplay Systems need to be Open to everyone, like Hacking/Driving/Shooting. I think Ubisoft's Mistake was not restricting the Player enough. For example, what if Old People couldn't drive Cars, what if the Professional Hitman couldn't hack at all (or maybe just some very basic Hacks), what if the Construction Worker was the only way to Pilot of Construction Drone. They didn't do this in Fear of putting People off and as a result most Characters can play very similar.

When there is only minor differences between any given character, you don't have to think about who to choose for diff missions, nor need be on the lookout for potential recruits with certain skill sets to round out your crew. Just seens like a lot of potential for some deep and interesting crew management waisted

      @@hardromeo436 certainly has such wasted potential if only they hadn't dumb it down. I was expecting the hackking and stealth restrictions when I saw the trailers but they changed it to let anyone hack. If they were afraid of locking out a mission because you need a certain npc ability to progress, they could've added alternative routes to take albeit a more difficult route.

      @@moneyprinter7773 Unity had a story you could actually follow without being sidetracked into meaningless side quests that have nothing to do with the core story any more. The map may be massive, but the quality of the content in it dwindles as the game's size grows. I played through Odyssey's last 20 hours hoping it would end, and I didn't even bother with Valhalla.

      @@ShinXero he’s talking about the graphics compared from Unity to Valhalla and I replied that Valhalla is a big map compared to Unity small map so the graphical difference shouldn’t be a surprise. But yes I agree with you that Unity’s story was far advanced but Valhalla is more of an RPG meanwhile Unity was more of a playable movie. Basically we were talking about the graphics.

    The recruiting and "playing as anyone" mechanic is an awesome idea but I think it would have been better as a secondary part of the game. If the story was based around a few characters with the ability to recruit extras to help you out for certain things would be way better.

      The E3 demo for the OG watch dogs still looks better than legion. Don’t get me wrong legion is a good looking game but the facial animations are crap, and Ubisoft just doesn’t seem to innovate much visually

      Snow I am not hating, it’s just what he said is simply not true: for ex., older characters have issues with performance, and when you play on permadeath tryin to recruit a valuable assets through its relative and die because your grandma couldn’t escape when she didn’t jump high enough and you lose the whole side story arc then you start paying attention to pros and cons of each character

    I’ve noticed that you need a big imagination and willingness to make your own story / subplot with most open world Ubisoft games. When people talk about how bland their games are, I forget they aren’t playing the same shit I made up in my head.

      They barely develop anything anyways. Todays Ubisoft doesn't even know what "original idea" even means and just uses the exact same engines with the exact same gameplay but with a different yet boring world and yet another badly written story.
      If the engine works well its obviously fine to reuse it but there is always room for improvement or new gameplay ideas and Ubisoft is having none of that.

      Every 40mins? I don't think so. I lived in London for some time used the tube alot and even on a less busy day the Piccadilly line to Heathrow terminal 3 from Cockfosters to heathrow takes at least 1 hour and 40 minutes and that's without ever changing once lol. The Metropolitan line is also huge and extends 50 miles out of London right into Buckinghamshire. Tbh if you know London well enough you'd know that you can easily walk 45minute train journeys in 5. But some lines you have no options and are around 2 hours end to end.

    I feel like this series was the best when it was a simple Techno-Punisher thing. Wish they had kept the tech angle simple like that and stayed in that spirit of things rather than making the setting insane.

      Some parts of wd2 were okay, but it was a complete tone shift from the original and it felt very wrong in a way. Following these tone deaf kids running around with guns pretending they were hipster deadpool was really aweful.

      It’s so strange, I genuinely thought that the game would take a more serious approach after wd 2 due to the ending revealing the London location. I thought “Cool! An open world with less guns and more tech” but boy was I wrong. Why though? Why does every serious title turn into goofy shit for kids? WD, GTA, Saints Row, so on and so on.....

    imagine if some characters after doing their objective to recruit them , you go back to him but are instead ambushed by police force and have to escape , and oh man , if you play on permadeath (as you should tbh) that's raise the stakes and your choice in recruiting people
    should've been a lot more fleshed out

      Its weird cause in some parts like the combat and shooting it feels better but then there are animations and hacking things that are a step back. Its really a weird game.
      I personally love all 3 WD games but i feel like this one gona be a hit or miss for ppl

    I knew this would be the case from a mile away. Ever since they unveiled the gameplay with that Random Contractor Guy, I saw the system for what it was, a gimmick. The characters would behave mainly the same and have minor changes to how they engage those missions.
    They made a huge mistake of going for this procedurally-generated mess, instead of creating a character tier system, with a select few being the main stars, which means actual characters you play with, with a lot of other recruits that could've been used in a party system, in which you could choose your recruits for form a perfect crew to tackle the challenges.
    Did it really feel like a Legion when everyone is mainly going solo and each and everyone of them is being a Batman wannabe with hacking powers?

      While I agree that random-generation will always have issues compared to crafting assets, this seems like a good dry-run to a play as anyone formula. With some fine-tuning (such as not randomly generating the voice, keeping skillsets unique, etc.), this may work in future titles.
      For now, I haven't played the game yet, but I'm certainly looking forward to doing so.

Just finished both of them, I’m glad I only spent $15 for the first payment of the Ubisoft connect, I just cancelled it. Legion was mad irritating In many ways, I only used 3 characters from beginning to the end of the story. Meaning the “play as whoever you want” is ridiculous. They really should’ve focused more on better physics & graphics and dropping the pointless things

    Let me create a character. Then let me clone anyones digital credentials and spy on them to learn their skills and abilities. Then level up said abilities by using them.
    You find a person like a secret agent. Hack his schedule, see he has a mission. Watch him through cctv on said mission observing his skills then bump into him later and clone his credentials to get access to his safe house, cars, guns etc.
    Oh and you can learn through watching because you have a neural link.

    I for one applaud ubisoft for trying something new here. The permadeath and recruitment mechanic is exactly the shot in the arm this stale formula needed. Having said that, they could have leaned into it more with more challenge and demand for specific skills in certain scenarios. As it is, the game just isn't very challenging or demanding enough to warrant all the abilities you have. Even with permadeath on, you're still basically a god, running around bullying everyone. You basically have to play as a granny for this game to have any bite at all.

    This is kinda the reason I stopped playing Ubisoft's games a while ago. They make a game and then spawn multiple reskins of it, *ehm* Assassins Creed, I'm looking at you.

      This game just sucks, melee system is too simplified and you can't pick up guns as they want to try to force you to use multiple characters which makes the game feel constricted.They should've went back to the roots and made Aiden Pearce the main character or a mentor to a young man that is ex yakuza which becomes his protege after being rescued from a life or death situation in the past, preferably a professional martial artist with multiple styles that could be incorporated into gunkata.

    I love the game, I think it's because I'm from the U.K and I love London, the only problems for me are:
    1) Not enough cars
    2) It's a bit glitchy and all around seems unfinished
    3) Character recruit missions and dialogues are a bit too reused

    I was curious to see how Legion would pan out after getting a feel "of sorts" with permadeath characters in ZombiU, disappointed to hear that the concept doesn't play out that differently here. It also sucks to hear that this game still has an issue of side content, it feels like the original Watch Dogs is the only fleshed out one in this regard with the ARG minigames and such.
    Will probably wait till it's $20 or it goes for free on Uplay years down the road.

      @@giuSE2004 I almost waited for the sale on both, but they added WD1 to the pot on PS4, so I went ahead and bit on Legion. I don't regret it so far, but I'd honestly lean towards 'wait for the sale' if I'm giving advice. But target the "ultimate edition" if you do buy it, not the base game alone. Having some unique characters makes a big difference, to me at least, and the story dlc will majorly improve the game overall, I think.

      i honestly recommend it, been playing non-stop since. got a hitman and a getaway driver almost always as my mains. also recommend playing with perma-death on and ironman mode. unless u don't like realism and the risk of loosing operatives.

    Honestly, as a game dev myself I just have to wonder what Ubi was thinking. I could expect this idea from a dev new to the scene, a la No Man's Sky, but by now they should know that if you either procedurally generate your world or your characters, there's not going to be much of an attachment for it from the player.
    If I would've been in charge of such a system I'd have put the limit on something much lower, like you can recruit 20 people or something like that (maybe more, maybe less, depends on budget and time). Still a substantial amount if (and only if) all of them then have distinct personalities, voice acting, abilities etc.
    It's a novel idea, and fits the world of Watch_Dogs just fine, but executed poorly. Not due to any ill will from the devs, I'm sure they were very invested in the project, but I think they just gave themselves too large a scope.
    The characters we follow in such open-world games, and the environment we follow them in, are two of the most important features of such games. If the world sucks or the characters suck, it doesn't matter how good your story is.

      You're wrong, I totally got attached to my characters that I played with in this world. And I found it fun playing a non traditional non super hero character. I even found a character that looks a lot like I do in real life and he has zero skills, but I can play him just as If it was me in that situation and how i'd deal with it in real life if i had cool Deadsec hacking tech to use, and a sweet kickboxing skills from god.

    This game needed a longer list of proper perks and randomly generated perk trees for each character. That way it actually hurts to lose a levelled up character and they could feel much more unique.

    I think this is a good review and all your points are valid. However I think me and you have a completely different mind set when we play games. Honestly all the negative points you seemed to make had to do with the fact the game didnt hand you a mind blowing narrative experience. For me it seems like they were not trying to do that and are leaving a lot of room for imagination and role play which a lot of other reviewers seemed to recognize and take advantage of, you can see it in their reviews. You seem to have a very Min-Max no imagination mindset to playing video games which to me is not fun at all. I plan on playing on the hardest difficulty, with perma death on and switching character often even if they are not good at combat.

    I hear there will be a Day One patch. I’ve been having soo much fun with the Borough Takeovers, Side Missions, and Recruitment Missions, once I fix all the boroughs I’ll start the story, I’m playing on Hard and Permadeath and honestly its scary as hell because you have to calculate your movements or you’ll be dead and gone.
    But the only glitches I’ve run into were the fame crashing very few and far in between. And when you switch from one character to another the previous character will revert to their default clothing, as if you didnt customize them. That goes for all recruits you dont play as at the moment.
    But im sure some of the stuff will be ironed out with the Day One patch.
    Theres an ambitious Roadmap for the game though and Ubisoft seem to be ALL IN after 2 delays and a bunch of Marketing. This must be their Magnum Opus for sure, they’re taking a bunch of Feedback and listening to what the players want in the game.

    Watch dogs 1 and 2 had the ability to create city wide black outs, traffic jams, gadget crafting, gun buying, etc. Watch Dogs Legion has literally none of these.

    I knew that it would be like this. They should of never went the route. They could of still had it but have a main set of character that the game revolves around. Instead it just gets washed down and they just become whatever there job is instead of actual character you grow with and watch develop.

    Watch Dogs 1-2 were developed by Ubisoft Montreal while Watch Dogs Legion is developed by Ubisoft Toronto.

    Thank you so much for this review. I loved Watch Dogs, & liked Watch Dogs 2. Some of my gripes about Watch Dogs 2 are that all the car-focused missions went away and there were too many fast travel points. AAAAND after invading the 30th red-zone, it all started to feel repetitious. I hated that hacking cars was a thing. I saw these “features” seeping into Legion, and you just confirmed my suspicions. I’ve watched various WD:L reviews on RUclips, and yours was the most informative and honest. Thanks again! Gonna be a while before this one goes on sale, but I’ll wait. :)

    I wish they just went back to how the first Watch Dogs was and just build on it. That's when Watch Dogs was at it's best. No silly gimmicks and premises of 2 and Legion.

    literally why i’m not getting this i’ll wait for a deep sale cause the characters you play as seen too generic and from the first entry to the second you had characters to follow. randomness and permadeath(which they tried to remedy I making it a toggled option) you cant get attached to any one or few protagonist

    I feel like it's a bad comparison of what you do. Based on that in "Call of Duty all you do is shoot and kill people all the time, there is nothing unique about the story". In pretty much every sports game again you do the same. Soccer/Football, you just try to score over and over again. This doesn't make those games less fun. What matters to me is, does it feel like a chore like in "Red Dead Redemption 2" or not? I don't mind doing roughly the same thing if it's fun to do it.

    Idk why Ubisoft is trying so hard to make Watch_Dogs not be Watch_Dogs. Just take the first game and fix it's issues and everyone would be happy. I don't want this cool but unnecessary "Legion" experiment and I don't want Watch_Dogs 2's "haha memes" story and tone. Just grab Watch_Dogs 1, add the hacking from 2, give me a better story and more side missions and voila

    The fast travel is no problem in the game as you can choose NOT to fast travel.

    This feels like Saints Row The Third without the wacky stuff. The world is completely dead though. Walk in a sidewalk and you’ll see what everybody is just an endlessly walking NPC with no other actions; compared to WD1 or 2 where the characters felt alive

    No offense dude, but fast travel is a part of almost every game. Just because its there doesn't mean you HAVE to use it

      Other games have fast travel but limit its use to motivate exploration. Rdr2 and witcher 3 are good examples of how fast travel should work. Legion removes the incentive to explore by having fast travel points literally everywhere on the map.doesnt help that the driving mechanics sucks which makes people use fast travel more

      the fast travel is usually locked until a certain point in most games this is open instantly you enter a new zone, also each zone has about 4-5 fast travel points, also each zone isn't that big compared to let's say rdr2, sure I get your point about you don't have to but most people will and IMHO it ruins the whole concept of open-world.

    What mainly locked me out of wanting to get the game was the fact it wasn't on steam, since that's where I have all my games and money. Just getting a million launchers is a space-hoarder to me.

    Loved the game but bigger complaint was inability to customize any of the characters really (or at least it’s WAAY into the game past where I am at). Graphically stellar and gameplay is honestly better than the first two but definitely it was a little too close to single enemy vs wd2 had lots of different ‘enemies’ which was cool and real life.

    I highly reccomend not getting many tech upgrades
    other than the guns profiler upgrade and gadget upgrades

    I think the whole recruit anyone thing wouldve worked if they didnt allow you to recruit so many characters. They should've made it so you could only have 5 or 6 characters on the team at one time and each character fills a role and a personality archetype within the story so while you can still grab any random npc, they are individualized enough to have some character development. I find it hard to believe a clan kelley operative would conduct themselves the same way as an albion or sirs operative

    although I enjoyed the vid, I disagreed on the playable character system, Legion is about breaking away from the simple copy-paste open world gameplay design. games are about GAMEplay, thats why we DON'T need a collection of voice actors and deep likeable characters contributing to this amazing storyline with twists and turns, all we need is fun and innovative gameplay. (Great vid though, just thought i would voice my opinion)

      I think that was a review of the game, most of the game is the character feature. Everything else was just average. The one thing that was “unique” to the game is not good at all and poorly implemented.

      @@pennym2052 thats the thing though he is the only youtuber thats talked like this and all the mechanics in the game are really cool actually and barely talked about them every other review i have seen that were either harsh or not said the game was really fun and finding characters was really cool but can get tedious but that should be expected then they would talk about the cool combat and shooting has improved a lot and feels good and the driving has to my main point is i think he talks a little to much about the character choosing i know its the main staple in the game but thats no all there is to the game and thats what he makes it seem like it is. but i dont know he just makes the game sound really negative and bad and a lot of people are saying this is one of ubisofts best games in a while.
