i kinda feel like ledge stealing is an outdated mechanic, and getting rid of it would only promote more aggressive, risk / reward kind of play style which would be more fun to watch and probably play
What's the alternative, assuming you have a ledge? Smash replaced it with ledge trumps and it did the opposite. You could try to get a quick ledge trump kill but for the most part it just got people to play around off stage less, and do ledge trap setups on stage. If anything ledge stealing is the more aggressive mechanic, it gives you the option of hitting someone off stage enough that they're not coming back. It's not even that strong in rivals 2. I think they found a decent balance, though some recoveries might be too good if anything. Rivals 1 had no ledge and while I found that more interesting I understand why they wanted to add ledge mechanics.
