The brake lights being stuck on is most likely the little rubber bumper that meets the brake switch crumbled. If you follow your brake pedal up to the brake switch there's a little hole in the metal a rubber stopper pushes in and its what pushes against the brake switch. When it fails the switch goes into the hole and doesn't get pressed and that's why the lights stay on. I got my wagon partly because of that. I put a flat plastic trim clip in there and its been working great since I bought it in 2019. I've had a friend use a 10mm bolt and nut in a pinch.
On the tail lights EFs never had seals for the bulb sockets since the tail light gaskets sealed them from weather but with age they leak and rot out the sockets, I found the EK ones work and have rubber seals on each socket so if you go to a junk yard and cut them and solder them onto the EF tail light harness you won't have that issue anymore. Then you can replace the tail light gaskets with craft foam, just use old gasket as template and trace them. I've done this on all my sedans and it stopped water getting into the trunk and tail lights. Good luck! This also might be why your brake lights don't work even with good bulbs.

The Main Relay fix is just desolder and resolder all the joints.
The new one was cheap so I just threw it in there. It didn't fix it tho, more than likely the pump is trashed from sitting for a decade
