Gotta say, I wouldn't be amiss to a show animated in the style of that concept art. It doesn't look bad, and seems like it'd either compliment a goofy, lighthearted show, or perfectly contrast a more violent, adult-oriented one.

Harley has had a canned live-action movie appearance, and a cancelled show starring her, but there's also on the video game side of things as well she's been scrapped too: The crossover fighting game: 'Mortal Kombat Vs. DC Universe', she was gonna be the first DLC fighter for DC, but due to Midway's financial issues, DLC was canned.
I had an email exchange with Paul Dini in which he spoke about the Harley Quinn solo television series he has tried to develop. Trying to find the email now. This was many years ago.

I wish we would have gotten the original show rather than the Harley Quinn show we got, she's not the Harley Quinn I grew up watching, and frankly the HQAU while having a few good ideas here and there, falls into the trap of adult animation of offensive and irreverent for the sake of offensiveness and irreverence.
Genuinely do not think you watched the show past the first episode of you even remotely think it’s close to “offensive and irreverent for the sake of” as you claim it is, all the while ignoring the actual quality it has to offer, and claiming HQAS being bad because “it’s not the Harley I wanted” reeks of nostalgia bias.
The series we got, is literally exactly who the real Harley always has been. The version you grew up on was toned down for pg rating rules, but if you understand anything about her real story then you'd understand this hbo version IS the original version of Harley Quinn.
