The problem with requiring a waiver signature is I believe it was placed in a very public location so it would be basically impossible to enforce the waiver. The point of it was to connect distant countries to allow a new way of intermingling. I guess they wanted to stress test it because I can’t think of more confrontational people than New Yorkers and Dublin’s population. Not everyone, just the worst of the location really bring down the reputation of those locations
