It is quite easy for a Sunni or a Shia to look at literature of the other sect and only find bits that support their case and not at the evidence against it. Also a very important thing is to understand that finding errors with the Sunni doctrine does not make the Shia doctrine right, it is not option a or b only. The original Shia, the earliest and for centuries dominant form of shiism is totally distinct to twelver Shiism today. If anything the closest Shia to the imams themselves would be modern zaidis. But you got nothing on them. And the twelver scholars with few exceptions are scared to actually study Zaidi refutations if their school. Generally speaking, the opinions of the maraja (grand shia jurists) would most probably fall into one of three categories: - mustahab (recommended), for example sayed muhammed saeed al-hakim. - mubah (neutral/permitted), for example sayed mohammed taqi al-modaressi. - haram (forbidden), for example sayed ali khamenei. - each of the maraja have their ruling on this jurisprudential matter. As a conclusion, no jurist deems 'self harm' blood letting rituals as 'wajib' (obligatory).

The above tradition from Sahih Muslim clearly indicates that Mu’awiya was surprised why he was refraining from cursing. Mu’awiya asks this question with surprise “What prevents you!” . You only ask a matter in this way if you are surprised if for example an individual is acting in a manner that is contrary to a norm.
Imam of the Salafis Ibn Tamiyah who in Minhaj al-Sunnah, Volume 5 page 42 also confirmed that Muawiya ‘ordered’ Sa’d to curse Ali bin Abi Talib:
وأما حديث سعد لما أمره معاوية بالسب فأبى
“While the narration about Sa’d (relates to) when Mu’awyia ordered him to curse but he refused”

Both Sunni and Shia polemics throughout the years got away with little direct answers. The internet changed that and response is quick and to copy and paste obscure references does not work. The Shia are still dependant on things like Peshawar nights or murajaat which contain outright lies, and that’s the problem. It is quite easy for a Sunni or a Shia to look at literature of the other sect and only find bits that support their case and not at the evidence against it. Also a very important thing is to understand that finding errors with the Sunni doctrine does not make the Shia doctrine right, it is not option a or b only. The original Shia, the earliest and for centuries dominant form of shiism is totally distinct to twelver Shiism today. If anything the closest Shia to the imams themselves would be modern zaidis. But you got nothing on them. And the twelver scholars with few exceptions are scared to actually study Zaidi refutations if their school. The only major exception of sheikh Abbas DiPalma in Italy who was once my classmate and dr Sayfuddin Kara in Exeter university (also a former classmate)

To answer your question of, if it is seen as something good or looked down upon. Then, that would depend on which opinion from amongst the various jurists an individual personally emulates.
Generally speaking, the opinions of the maraja (grand shia jurists) would most probably fall into one of three categories:
- mustahab (recommended), for example sayed muhammed saeed al-hakim.
- mubah (neutral/permitted), for example sayed mohammed taqi al-modaressi.
- haram (forbidden), for example sayed ali khamenei.
- each of the maraja have their ruling on this jurisprudential matter.
As a conclusion, no jurist deems 'self harm' blood letting rituals as 'wajib' (obligatory).
