2 questions, can this erase all keys and then programme x2 new?
And also, do the new replacement fobs need to be new, or can they be used items?

Yes it can erase all keys and add 2 back in. No they do not have to be new keys.

Can the keys be old keys that have been cut already to something else

As these are Texas based keys, they can be resused if you replace the blade.

Can you do this with a not cut key or does it have to be cut?

An unmodified ignition barrel will not turn with an uncut key.
