I don’t know what you mean about the shirts but your rear panel being to high means you need to adjust the shoulder straps to make them longer or buy a larger vest. The small, medium, large sizing IS NOT equivalent to t shirt sizes. I wear a large shirt but a 3x vest

What kind of shirt stays do you have?
Any shirt stays will work excellently as long as the shirt fits properly. You have to have it altered by a tailor
