Power Automate is a cloud service but can use on-prem resources via the data gateway - as far as cheaper the least expensive way to consume it is in the context of a Dataverse for Teams app which is covered by most Office / Microsoft 365 licenses

The major vendors for such technologies are moving away from on-prem offerings and this will present you with licensing and support challenges. This would be a great assignment to engage on! Mostly PaaS, some of the apps built on it could be probably considered SaaS
