A +1 SS seems low for blackmail. The assignments would provide an edge, but if someone has a social of 3, this assignment might be the only thing keeping him from being run out of town for being a rude boar. For 3.5 mill, is expect that it would be a +1 to all types of social rolls, like streetwise and carouse too. What I'm saying is that for someone who specs into a social role, this would be an expected augment. Any and all high level sales and service people like brokers or stewards would have this augment, possibly paid for by their employer. 3.5M for your steward on a luxury liner? That investment would pay itself off in the first trip with more than 20 high class passengers. My $0.02
A lot of your points seem to lean pretty negatively towards the device - example given regarding the lawyer, for instance, found to have had this treatment resulting in a negative opinion of them as a result - but would it? I think this would be heavily influenced by the culture of the particular world, or individual bias, giving a huge opportunity for additional flavour or potential hooks. Interesting you mentioned the potential medical implications. This is definitely something I will be looking at when my copy of the book arrives!
If you want your players to get augments, immediately screwing them for it d9es not work. There is no reason that external s8gnals would ever have priority.
i would be carful on doing to much negative stuff with neral comp since then players will not use it. Have it be a big deal that some one can hack it. In fact it could be a entire thing of finding out how the guy is hacking them
