No it doesn’t. This scene happened before NWH, so the spell would’ve affect it unless it was an actual memory sequence. Sony’s and Marvel’s agreement is that there is a limit to how many times Spider-Man can appear, so this was to prevent wasting one of those appearances

When Deadpool is in the 616 it’s in 2018, a few years before No Way Home takes place so the spell hasn’t gone into effect yet or even happened at this point. The reason they covered his face is bc that would’ve counted as one of Tom Holland’s appearances in the MCU movies and I’m sure Marvel didn’t want to waste it on a picture cameo.
