He's a portable hoarder. I've seen it in Homeless people in the USA. They have multiple thousands of dollars of things they have bought from panhandling draped high on a cart, but could have used the money differently to acquire housing.

There are simpler ways to make sure one doesn't go hungry (or be forced to pay exorbitant prices at the only sources available upon arrival). I'll sometimes travel with a few cans of sardines and a loaf of bread--both of which are permitted entry, don't create a mess and can be inspected within a minute.

If you have never experienced food poverty, it's not surprising that you don't understand. I have never been like this guy, but my mother taught us how to use fruit and veg that was past it's best, and not to be used as fresh. Cooking those things usually destroys bacteria. We never had food poisoning. The only time that happened was when my sister caught Campylobacter from undercooked chicken (which she didn't cook herself).
