Quick MPG check ride

Took the Samurai on a quick ride before filling up to check mileage. had about 60 miles on the trip odometer when i filled up, the speedometer is off about 28% based on GPS speeds. Took 3.9 gallons to fully top off. worked out to just under 20 mpg. I cant remember if i fully topped it off before testing or just until the pump clicked off.
