- The city of New Orleans is towing a fine line between excitement of opening things back up and the caution around a pandemic.
Friday night the crowds were back but this time Lieutenant Governor Billy Nungesser was on hand, doling out masks and hand sanitizer in hopes that the crowds would behave.
