I believe it can be soloed in windy weather using a mega Alakasm too but your mega Alakasm would have to be level 50 so depends on what trainer level you are to be able to max that out, plus what candies you have for Abra family.
That's the only non legendary I think you can solo it with. Mega Lucario (Level 50) might be doable but will be very close if you can or not in partly cloudy weather.
