Sadly it's not. Dortmund has already concluded about this system that the benefits do not weigh up to the costs. Planned expansions have been cancelled and the system will just sit there for as long as it still can. The vehicles that are operating the line now can not be replaced in a cost effective way because Siemens has already ditched this project themselves. So at some point the current vehicles will start to break down and travelers will be stuck 30 feet or more above the ground on an almost daily basis. It might even be over sooner if another major accident happens.
this is the future rail network for today

A system that ANY progressive city should look at.
