That's why he's always "just" a B-Class Hunter when he has the same limits as Zero; Limitless.
The name "Rockman" was used in Japan to highlight the "Rock Paper Scissors" weakness pattern of boss characters. "Megaman" was used in the west because it sounds cooler. The series has undergone strange localization name changes for various reasons (First MMX boss changed from "Vava/Baba" to "Vile" because he looked too much like Boba Fett from Starwars and they worried about copyright infringement).
There's no doubting that the creator was a fan of music, as other character names show (Rock, Roll, Blues, Beat, Tango, Trebble/Gospel, Bass/Forte, etc.) but Rockman as a series was made to show that you could use rock paper scissors logic on the enemies (Gutsman's rocks, for example, beat Cutman's scissors).

this part is from Megaman X4 itself, this scene happens after the battle against Iris. there's no anime series of Meganax X, unfortunately, but there is a 30 mins long OVA called "The Day Of Sigma", this one tells what happens just before Megaman X1, you can watch it on youtube

Iris and Colonel are the best side characters in Megaman X simply because of the opening and cut-scene. Simply wachting wachting the opening made me want to know more about them. It gave them more life than any other characters that would come afterward in X5. (Like Signas, Dynamo or... Alia) Which were pretty much introduced in artwork and dialogue only. (It almost felt rushed compared to X4...) By the way, I love this song even more now that I can "try" to sing along the japenese lyrics!
