Portnoy's not criticizing Rudess, but since he basically helps write the songs, he chooses what will sound best with the rest of the album. The fact Rudess adapts so quickly shows his musical talent better than just doing whatever.
it sounds like a delay/reverb combo, except the delay track is pitch shifted. so james will talk, the delay will kick in, but instead of a regular delay that replicates the vocals, it comes out pitch shifted.
Producers usually just give direction and ideas, usually giving an objective opinion on what works and what doesn't or what takes were the special ones and which ones suck. I know since Mike an JP were part of the band that their opinions might be subjective but their work speaks for itself :)

Alright.. I agree that he has had his periods of "suckyness".. maybe that was a bit harsh, but live at Budokan and stuff at that period, he didn't hit notes that good.. HOWEVER when he joined DT, he pwned ASS, and now he's just killing it live!
Reverb is a must when mixing tracks. Beware, too much of it and you'll ruin the performance... think of a nice toch just to blend the track with the rest of the music.
