I actually bought the DLC Frenemies and that's what allowed me to be X'Tabay :)

DLC is actually extra characters that you have to buy using real money. So I bought this DLC Pack called "Frenemies" from the Playstation store for 2 or 3 Dollars which allowed me to play with X'tabay and other characters
