Get VMware or VirtualBox, get a copy of windows and install it on that software, then delete system32 on the virtual machine. You could record it all on your host OS and then answer the question for all of us.
I deleted ipconfig file from system32 because it was fluctuating (restarting) between when I played any games. so when I was playing any games my games crashed because of this file popping. after 3 days if research I deleted it. now I can't access any internet browser on my PC. but games run fine I guess I knew that already I prefer don't delete anything from system 32 I am installating new windows now

Your computer will now run at x64 speed.

So, I go and say: "Ok, there is this folder, Windows, I wanna make my own Windows, let's see what is in there [...] Ohh, explorer.exe is this thing for opening folders [...] notepad is also here, that's interesting... and WordPad is write.exe [...] regedit.exe? what does that do? Click. Looks that this could break my computer (Closes it as fast as possible). Ok, now the folders... there are folders in folders in folders in a maze of folders! I don't know what is in here, but looks boring... what about System32? It should be more of the same thing... And why there is another write.exe here? Calc.exe is the calculator, and charmap.exe *is actually useful* it lets you copy weird symbols!!! (Useful). Windows does take a ridiculous amount of time sometimes. The last few times it took over a minute, so I just held the power button down (I do a fresh install pretty often, I never shut it down this way, but this is ridiculously long). Linux on the other hand shuts down in about 1 second after you hit shutdown. 1 second vs 1 minute.... I'm going to be getting an M.2 SSD soon anyways, so I don't care if my 4-5th install of windows gets corrupted (it just dies on its own anyways, Linux is bullet proof). I've probably only force shutdown a dozen times, and some of those were emergencies: GPU exploded a TV, a monitor fried a different GPU, I forgot to hook up the heaters on my cooler and ice was forming (sub zero phase change), and in a few system freeze ups.
It didn't show anything like "X is waiting to close, shut down anyway?" like it sometimes does. I have as minimal as possible running usually (affects benchmark scores). I think its time for a fresh install again (going on just 3 months with this install). At nearly the same time, Chromium is not opening up most pages, downloads are failing recently, but anything Google owned (RUclips, Google search) works perfectly fine. I think my OS is corrupted again, chkdsk showed nothing though. Maybe its just Chromium that has a problem. Thanks for the tip in Linux, that might come in handy (thankfully haven't had problems with Linux)

There is a lock in those files but since you are login in as admin always{If you're the only one using the computer} you can delete it. You have to learn what files you can delete and what files you can't
Spirited Spy a lot of malware attaches itself to existing files so if it managed to attach itself to a system32 file and you couldent delete any of them then you have that malware for good. Better idea would just make it so hard to delete you have to know enough about computers to know what it is in order to delete it. Like maybe make it so you have to safe boot into windows, change ownership from trusted installer to yourself (already have that), and then you have to use command prompt to delete it.

There are some folders you can delete though. Software Distribution and Catroot2 are a couple main examples. I've deleted them whenever Windows Update was giving me issues on either Vista or 7, and nothing was messed up.
I did this when I was a kid, luckily on an old desktop that was thrown out from an office. I got to learn a lot from picking up a few of them and keeping a main computer going with spare parts from the other two. It had a Pentium 133Mhz single core, 16MB of RAM and a whopping 1GB HDD.

I (like others here) was hoping for a demo. You'd need to boot into another OS or recovery mode to pull it off. Given the number of things in Sys32 that are actually hardlinked elsewhere, say SysWOW64 and WinSxS, it might still be possible to boot after (re)moving it. Broken, definitely, but quite possibly bootable.
I did that when I was around five. My computer back then had a very small hard drive, so my solution was archiving the whole system32 folder in order to save space. It spit to me a bunch of errors (probably because some of the DLLs were used by the system), but I was able to do that. And everything went down - I couldn't open WinRAR back to try to fix this; All of the desktop shortcuts were missing their icons, even the start menu wasn't working
2:30 Funny thing is, 32GB of crap does not slows down your machine at all. Space of your storage taken by files have completely no impact on performance of device . It *may* have some _very minor_ impact but only if your files are heavily fragmented, or if you are using SSD but slowdown from mere 32GB is completely unnoticeable

Windows does take a ridiculous amount of time sometimes. The last few times it took over a minute, so I just held the power button down (I do a fresh install pretty often, I never shut it down this way, but this is ridiculously long). Linux on the other hand shuts down in about 1 second after you hit shutdown. 1 second vs 1 minute....
I'm going to be getting an M.2 SSD soon anyways, so I don't care if my 4-5th install of windows gets corrupted (it just dies on its own anyways, Linux is bullet proof). I've probably only force shutdown a dozen times, and some of those were emergencies: GPU exploded a TV, a monitor fried a different GPU, I forgot to hook up the heaters on my cooler and ice was forming (sub zero phase change), and in a few system freeze ups.
It didn't show anything like "X is waiting to close, shut down anyway?" like it sometimes does. I have as minimal as possible running usually (affects benchmark scores).
I think its time for a fresh install again (going on just 3 months with this install). At nearly the same time, Chromium is not opening up most pages, downloads are failing recently, but anything Google owned (RUclips, Google search) works perfectly fine. I think my OS is corrupted again, chkdsk showed nothing though. Maybe its just Chromium that has a problem.

There is a lock in those files but since you are login in as admin always{If you're the only one using the computer} you can delete it. You have to learn what files you can delete and what files you can't
Spirited Spy a lot of malware attaches itself to existing files so if it managed to attach itself to a system32 file and you couldent delete any of them then you have that malware for good. Better idea would just make it so hard to delete you have to know enough about computers to know what it is in order to delete it. Like maybe make it so you have to safe boot into windows, change ownership from trusted installer to yourself (already have that), and then you have to use command prompt to delete it.

There are some folders you can delete though. Software Distribution and Catroot2 are a couple main examples. I've deleted them whenever Windows Update was giving me issues on either Vista or 7, and nothing was messed up.
At my school i put the name of the recycle bin "Put My PC here!" and next time i came no "my computer" was on the screen :D

This is 10 years late. I did that 10 years ago.
I (like others here) was hoping for a demo. You'd need to boot into another OS or recovery mode to pull it off. Given the number of things in Sys32 that are actually hardlinked elsewhere, say SysWOW64 and WinSxS, it might still be possible to boot after (re)moving it. Broken, definitely, but quite possibly bootable.
In windows 10, start up repair usually fixes this most of the time.
I did that when I was around five. My computer back then had a very small hard drive, so my solution was archiving the whole system32 folder in order to save space. It spit to me a bunch of errors (probably because some of the DLLs were used by the system), but I was able to do that.
And everything went down - I couldn't open WinRAR back to try to fix this; All of the desktop shortcuts were missing their icons, even the start menu wasn't working

It *may* have some _very minor_ impact but only if your files are heavily fragmented, or if you are using SSD but slowdown from mere 32GB is completely unnoticeable

My grandpa gave me a laptop with windows xp on it, when I booted it, the startup crashed to tell me that the system32 file had been deleted. The only way to fix it would be to re-install a copy of windows.
I actually deleted my system64/32 map accidentally. I'm not a computer person at all. I have so many issues now it's not even funny. Things like microsoft office, sound, ect. are totally gone and I can't even reinstall them. Even the files for the system recovery are gone so that aint gonna work.
