He got so emotionally involved, and seemed so out of control and fragile. Doing a tit-for-tat ego moment. Its dangerous to have people in authority be triggered so easily and drawn into it, let alone the CHIEF OF POLICE. These people have lethal force at their disposal and can find themselves in life-or-death situations as part of their job. Police need to be in control of their emotions, in control of the situation, cool and calm under pressure. A well-trained officer should have spent 5 seconds explaining himself and then left the encounter or if needed carry out the 'law' he was citing. Its amazing there is someone like this leading a police department, as an example to others of how not to be.

If you get any department denying your records request just ask Bard or another LLM AI which agency above theirs you should make the complaint to. Bard will tell you the form to fill out and the process to get the agency sued and defunded at no cost to you.

I found that statement particularly revealing. Its being said during a conversation about filming. One in which he quickly and awkwardly pulled back from his hands on assault when realized he is being called out for it and its being recorded.
The hidden revelation is their official statements are the 'truth', and stuff recorded on camera are 'making stuff up'.

so he claims because "its a secure facility" but the front door was unlocked and open to the public... thats not a "secure facility" because that would require a controlled entry point and physical barrier... whats even more sad is when the Chief suggests he would be okay if a stranger "touched him" in his example, but he knows very well he would freak out and threaten arrest or actually arrest someone who did to him what he did to you, because its not normal to touch strangers, but cops are so used to getting away with not being normal citizens they forget what society isn't okay with...

That police chief is passive aggressive, continually touching you, pushing you, getting in your personal space, etc. in an attempt to try and intimidate. Intimidation is a form of harassment and is a criminal offense, when combined with unwanted touching as a form of intimidation it is battery and that is an additional criminal offense. He is trying to impose his will on you and using prior restraint, illegally preventing you from enjoying your rights under the 1st Amendment.

Someone of chief Kelly’s ilk will commonly substitute sarcasm for humour. He’ll feel that he’s superior to his antagonist (Sean in this case) by making light of his concerns, while simultaneously signaling to his subordinates that everyone gets ‘the joke’ except for the antagonist (Sean). It’s a very weak leadership profile compared to a leader who clearly speaks his mind. So yes, it could be a profile in beta male leadership where the protagonist seeks an out by claiming ‘I was only kidding, can’t you tell?’ That’s why with an email response you’ll get a much better understanding of his underlying character without props, or feigning a friendly jovial demeanour.

Cop is pre-empting the public records request by declaring it would be denied without ever accepting the request. It is his job to accept the request and then for the request to be officially denied with an explanation for the denial.

I once submitted a "Right to Know Law" request for the names of whoever police were on duty at a police department on a particular day, at a particular time. It came back denied with reasons totally unrelated to anything!

Imagine this encounter one and all:
A federal FBI agent (undercover) with lawyer credentials posing as a 1st amendment auditor was to show up and do the same type of test as Sean just did.
As soon as the Chief touched him the agent said "Put your hands behind your back, you are under arrest for battery, at the same time turn to the other officer and announce do not interfere or you will be arrested and charged with Interference with governmental duties."
Wouldn't that be a very interesting video to watch, to actually see the reaction from the chief and the other officer when the shoe is placed on the other foot so to speak. The hand cuffs, the transport, the strip search, the mug shots, booking process and placed into the cell. I might even consider paying a fee to see all that, how about you?

One thing I've learned is whenever you are dealing with ANY customer service (including public servants), always ask who you are speaking with immediately and write it down if you need to. It's a damn shame but it is absolutely necessary to do that these days.
Always such a dick move when they want you to talk to you man-to-man to give up personal info, but they also want to wield the power of the government at the exact same time.

The poor man was having a full blown panic attack. I recognise the symptoms, shortness of breath, stunting the speech, touching the back of the neck, exaggerated speach to disguise nerves. Poor man. It happens to me, thank god I'm not a cop.
