A horse can slip and crack their hoof, or bang it and hurt it, or step on a sharp stone/nail/piece of glass or metal, or throw a shoe, or get an infection, and so on and so on. Horses can have something go terribly wrong all of a sudden, and the poor horse who was limping didn't seem super neglected from what little was visible. Anyway, dont assume bad ownership just because an animal has a problem with its feet unless that problem is obviously due to neglect (like extreme overgrowth).

If the horse is getting this level of mud manure in its hoofs, put a protection plate under the shoe across the hood to protect them, otherwise you don't deserve to have them.
