Her problem was the massive changes in radio in New York when she was recording. New York at that time often still determined whether a song would become a hit even though there was no legit Top 40 station in New York from July 1981 (when WABC began softening their music format ahead of a flip to talk on May 10, 1982) and August 2, 1983 (when WHTZ-FM, Z-100 at 100.3 made its debut and shortly after WPLJ at 95.5 completed a slow flip from Rock to Top 40 over the spring and summer of 1983). This allowed such infamous song's as Sneaker's 1982 hit "More Than Just The Two of Us" to become a Top 40 hit (peaking at #34) and as I remember be a Top 3 hit in New York ALMOST ENTIRELY off excessive airplay on WNBC (known to have a program director known as "Kenny" in Howard Stern's 1995 autobiographical film, "Private Parts" who for some time had a VERY restrictive playlist which showed up on WNBC's year-end countdown for 1982 when it finished ahead of The Human League's "Don't You Want Me" that was a #1 song nationally). Even WAPP-FM (103.5) debuting in late June 1982 as a Top 40 station didn't stem this because it was not looked at as a legit Top 40 station and the closest otherwise was WYNY-FM (97.1), which really was adult contemporary (the stations famously after format flips switched positions on the dial in 1988). That is what hurt Rachel musically.
