The traditional food of Neuquen - and of all Patagonia - that you asked about is "Cordero a las llamas" = Lamb on the flames; which is lamb roasted on the flames rather than on a grill on embers.

Saying Negro to someone you know in Argentina is a form of endearment, it always has been. It is mostly used towards someone who at least has some form of tan on them but it can really still be used on anyone. Even if you just met the person you can still call them that if you're Argentinean. It can be used out of context just like any part of the world. My mother who is white calls my father this all the time my aunt does the same to her husband. There is a Black Argentinean who I remember on the news had a complaint about people using that but you just shouldn't change a countries culture. The problem right now with Argentina and a lot of countries in the world is that they are starting to really change with all the newer immigration happening the past 20 years. Immigration isn't a problem at all if the people who leave their country are civilized and learn to respect what is already there instead of not respecting their new home. In Argentina you're always consided Argentinean as long as you respect and integrate with the culture. Lately a lot has changed in Argentina, the food, some of the architecture a list of other things because of immigration and most the people who have been going mix in foods and traditions from other Latin American countries.
