Meaning they thought they spent more than they really did, even in the article you showed on screen states "As a result the department has additional money in its coffers". Basically it was someone saying "Shit we have given 6.2 billion dollars to Ukraine!" and the accountant responds "Actually we only gave them 3.1 because you were using the wrong numbers".
