    Kitty litter and some full concentrate orange usually get the job done. If you or the previous owner ever started dumping stop leak in there then the bleach might be necessary.

    Kitty litter is kiln dried clay. Adding water to it will turn some of it into mud and pouring muddy water out of the tank may lead you to thinking you are doing more good than you really are. I would think a harder, less soluble medium would do better. When you mix water and rice, it gets soft. Not good. The ideal thing would be shot blasting medium or get a jar of bbs, as in bb gun ammo. Don't just throw them away when done, let dry and put back in jar for next time.

    CLR or Naval Jelly might work better for the inside than bleach and Bartender's Friend Cleanser for the outside.

    use 1/8" marble or granite chips with toilet bowl cleaner, works well too

    Or you could soak it in Sulfamic acid for a day. If that's too slow use Muratic acid for an hour or two, this way no work no scrubbing. Just soak it and rinse then your done.

      I tried sulfamic acid for 2 days and it didn't do much for my JDM imported cars (VW) washer fluid reservior. I bought a full container at Home Depot and dissolved the entire thing in water in a 5 gallon bucket and let it soak for 48 hours and scrubbed at 24 hours. Currently filled a 5 gallon bucket with liquid bleach and am gonna let that soak for 48 hours now. Might try concentrated hydrogen peroxide next. Or muriatic acid.
