    As usual air force just blames HAL, ADA etc but
    - what about MRFA program still not selected any fighter..
    - what about last minute changes or upgrades that every time demanded by Indian airforce which usually leads to delay.
    - what about delays in placing considerable order or no firm commitment or assurances regarding large orders..
    - they always want either perfection from 1st iteration itself or demand something that difficult to achieve in initial batches as technology itself is in development phase...highly unfortunate they should learn from Indian Navy.

    HAL needs to be modernized.... Either change the government job type working of HAL or make HAL into PPP ( Public Private Partnership) model .... Nobody in HAL is taking accountability... It is clearly an administrative delay.... If you are not able to procure an engine like F414..
    You need to escalate it and work on a solution rather than sitting on top of it and thinking the solution is working on a fighter when the engine comes... Clearly not to have vision on administration of HAL

      It is General Electric which is not delivering F404 Engines so how HAL can deliver Tejas MK-1A on time. HAL, MoD are not to blame

    DRDO/ADA needs more professional product manager and project managers for quality control, risk management, contingency plan, and timely delivery.

      The problem is not the DRDO/ADA, it is the government procurement babus who are lacking competence in programme/project management, programming and risk management. The DRDO/ADA/HAL have their programme/project management teams to manage their work on the vendor team, but you also need the the same on the government procurement team to independently assess the programme and risk on the procurement team - instead the government has the classic Indian rubber stamp babu running the project from their side who know government rules and how to fill out forms and rubber stamp forms, but have no clue about project management, contracts, the time and budget reasonably required to complete the project or the risks involved. On a project you cannot just accept everything the vendor or bidder tells you about the cost or time within which they can complete the work, or how well qualified to do the work - the procurement team needs to have the knowledge and expertise to assess those things themselves. This is a particular problem with Indian government contracts in particular, because in India on those projects whatever you bid, someone else will bid lower and offer to do it quicker. This is a dilemma for competent and reputable bidders because if they do not bid at a low price and quick timetable that they know they can't meet, they will lose the bid, and an incompetent and disreputable company who doesn't bidding for unrealistic prices and an unrealistic programme will win the bid instead. The reason why this problem is so common in Indian government tenders is because of the babu culture and corruption. In other countries, bidding too low on price and not being able to deliver or bidding with an unrealistic programme and not delivering on time would get you excluded from future contracts. However corruption minded project managers and procurement managers in Indian see this as a positive, because they see this as a self enrichment opportunity - because if the project has cost and time overruns, then it is an opportunity for them to ask the contractor to pay the project/programme manager kickbacks in return for accepting increased costs or accepting delays.

    Iyer is talking out of his rear end! The delayed delivery start date of August 2024 was due to some late changes requested by the IAF. The 10 month delay is due to supply chain problems with GE who cannot supply the engines in time - nothing to do with HAL or DRDO. The problem is the late approvals, late placing of orders and late release of funds by the the government procurement babus, who besically have no clue about project planning or project management or procurement. Ordering an aircraft, establishing the supply chain, and establishing manufacturing facilities all take time - it is not like ordering a pizza to go. The government's babu brigade have demonstrated time after time that they have no clue. If the babu brained individuals involved in procurement have to learn something, it must be to grant approvals, place orders, and provide the funds in good time - typically a year or two earlier than they have. Turkey is flying their 5th gen aircraft already because they approved the aircraft and gave the funding 14 years ago. AMCA approval was given only 3 months ago, and the babus are complaining already about how late AMCA is. If you are talking about delays, the IAF and the Indian Government knew full well what the squadron strength was 40 years ago but the go ahead for the various programmes were only funded very recently. The blame should go to the government procurement team, but they blzme everyone else.

      Yes, everyone but the Indian babu brigade in the procurement team to blame. The babus have never managed to procure anything on time whether inported or indigenous. A 100% failure rate.

    Why is the government sitting on MRFA order for so long. Won't it make sense to procure 36 more Rafael and balance manufacturers in India? Deal done at the time of 1st procurement?
