I completely agree with the way an Indian government official, has expressed that the west is dominated by a bunch of racist and hypocritic people ( unfortunately some of them have Indian origins - If they don't behave as they do they would not be in high places in west ). People going to west to work and live should be aware of this. All public funds that are given to citizens should be paid directly to their bank accounts without any intermediary to manage such payment. This is not done at several states (Bihar, for example). A national law mandating direct payment of public funds (wages, pensions etc etc) to individuals and institutions at state and local level will go a long way in reducing corruption at the local level.
