Because Pink Floyd is not nationalist but realistic. It reflects the truth and is ruthless (as in life)...
In the original song of "The Trial" (album and movie), Roger Waters uses his normal voice to play Pink's wife But to add a bit more character (kinda??), he spoke in a French accent But the rest of the characters use Cockney (prosecutor and judge), Scottish (schoolmaster), and Northern English (Pink's mom) accents, as presented in the original song The Berlin concert uses different actors, and Roger doesn't voice each character
The Wall is a concept album, and Roger has to go full on nuts in songwriting. Many people refer to Roger as the brains of the band, and they are definitely correct. Roger is my 2nd favorite member, just below Rick Wright, because I like his way of depicting everything in this world, through his mastery of songwriting. But Rick Wright is my number 1 favorite, because I like the way he plays his keyboards in many songs, which made me become a keyboardist myself (which is a big shift from a former drummer of an old school band I was in)

When Roger blurts out “BAAAAABE”, it’s his 1979 vocal, and immediately merges into his live vocals. That’s how genius he is.
