I would have thought Croatia would be pretty high on the list! Few natural hazards, low crime rate, no dangerous tides/ currents and weather is rarely extreme
In adition to Lisbon/Porto Prague and Budapest are among the cities i would advise Americans to travel to when going to Europe instead of London, Paris snd Rome. Very safe, beautiful and affordable cities that i love travelling to.
I'm from Brazil and I'm surprised. The smaller cities are safer. But the U.S. didn't make the list. Where did you get that list? I moved out of Brazil and lack of safety was one of the reasons.
Yes, Brazil was a big surprise and whilst I love the country and have visited it 30+ times with no incident, it still should not make the list. Chile or Uruguay in South America are far safer. And the fact that there are no Asian countries besides Japan is ridiculous. Singapore and Korea are ultra safe. Perhaps surprising to some, China is also very safe, certainly more so than some countries on this list (Brazil, Portugal, France & Spain).
Yes. What you're thinking makes perfect sense to me personally. Thank you for your valuable comment, but these are the countries that came out in this research. Still, I am never in favor of every research reflecting precise information. One's own experiences are also a factor and what everyone will experience depends on a bit of luck. The risk factor can never be reduced to zero.

I recommend cities like Budapest and Praga which are safer than many western european cities such as Paris and Amsterdam

Poland should be the first, there is no problems here like they have in Western Europe.
Finland nr1

Berkshire Hathaway Travel Protection, Forbes, and some data from the global peace index.

Brazil is not safe.I have been robbed three times in Rio.Even the natives are warily going out after sundown
Rio de Janeiro is the most dangerous state in Brazil, so much so that I have never been and don't want to, but the other states are great
