It does make sense you really dont want to be using the standard load out in a relatively passive city. There would be way to much collateral damage. Especially since the Jegan would be proof against all but the heaviest Anti Tank or Anti Mobile Suit which would be hard to smuggle into a city or set up in said city
It's neat. Particularly with the increasingly popular real-world trend of police buying straight up military equipment. You can tell the Jegan isn't optimal for what they're doing with it, but they're working with the model they're given. I especially like the sense of normality to it here, it's just a fixture in these people's morning commute

This Jegan Ground type-A is pretty lightweight, ±20t on empty, capable up to ±40t full equipment load. I'd say Philippine road construction in this movie is pretty good & robust lmao
The slaughter dagger and this machine both make sense. They're designed with weapons for dealing with enemy infantry forces. Those same weapons also happen to be very effective against defenseless civilians. Surprising absolutely no one. You don't need a specially designed weapon to slaughter defenseless civilians. Just ask the US military in real life. They bomb civilians into red splatter on a regular basis.

Okawara is the pioneer for 70s Gundam designs. 90s until 2010s we see the rise of Katoki. I think nowadays there are already new designers taking the lead. Oh I have seen other some custom Gunplas that had something like this but never something official and from the Federation itself. The background of those custom gunplas had them being some sort of hodge-podged mobile suits and such used by small forces.

The reason for the man turret thing is because treaty makes it so that they can’t use a mobile suit as a suit against civilians, so they use it as a mobile gun tower

I love how this thing is a major callback to the ground gundam (backpack rack), origin local types/fsd/heavy (leg colors), and even has some ginn insurgent and slaughter dagger vibes (searchlights + built in machine guns for suppression)
The movie featured my island home of Mindanao and the attention to details are superb. So RGM and slaughter dagger got the same functionality huh.. Neat
This GM actually has a working manned anti-infantry turret, the Slaughter Dagger and the 105 Dagger it is based on have larger guns which really shouldn't be used as anti-infantry guns at all. Especially in a city. Have you seen the damage those guns did in the OVA?
From an urban combat perspective, this actually makes some form of sense although it's really no better than mounting an LMG on an APC or hell even a tank. Mobile Suits have taken the role of the tank in this age: vehicles that are highly mobile and heavily armed weapons platforms with a fully protected crew and capable of supporting infantry as well as dealing with opposing armor. It makes sense for them to have MGs because otherwise they would be easy to overrun with a properly trained fireteam or infantry platoon as with modern tanks. MS are basically tanks on legs but without the hindrance of low visibility(tankers have to look out of narrow vision ports while MS of the age portrayed have the spherical all around 3D display. A tank's biggest weakness in open ground is a concealed field gun, while its biggest weakness in urban environments is handheld antitank weaponry(RPGs, ATGMs, AT Mines, etc.). It's not hard to see the same apply to a large vehicle; large blind spots and limited armament for dealing with soft targets. So In conclusion I think the tower-level LMG mount makes sense. Does it make sense for MS-on-MS combat? No. But does it have its merits when dealing with either soft targets or infantry in urban settings? Definitely. As an example, one can look at the US invasion into Kuwait where suicide vehicles were driven into the armored column of Abrams, Bradleys and M113s. Without the presence of turret mounted MGs on the Abrams, autocannons on the Bradleys and more LMGs on the roof of M113s, its not hard to see a suicide vehicle making a successful run and scoring a kill. So yea, I personally think to not include integrated MGs such as vulcans on some MS designs is a lack of insight. It's also one of the reasons I love 08th MS team so much, specifically the Ground Type Gundam. Rant/essay/over-explanation done
We now have RWS for a reason however. It feels like a significant technological leap backwards to me. Or, TBH, someone on the design team just looked at pictures of Humvees in Iraq and said "We want that but on Gundams"

That's what the Israelis are working on mounting on their APCs by the way, so that's already bleeding-edge military tech by our standards. Hence a manned turret is a step backward in the context of the series; it does nothing for visibility or lethality that isn't already surpassed by the standard mobile suit sensor rig. Gundam mobile suits also have been shown equipped with anti-personnel flechette grenades to counter being swarmed by foot infantry. If I were equipping an urban anti-insurgent Gundam? I'd have that. Also tear gas rounds, rubber bullets, riot water cannon, tasers both anti-personnel and anti-Mech, and add-on armour. Loudspeakers and flashy lights, sonic incapacitation devices, recording cameras... the kitchen sink... 既に旧式化していたA型が払い下げられた物で、それに伴い各種武装はオミット。その代わりに股間部に銃座と機銃を装備。背部にはキャリアーを追加し、対人制圧用にカスタマイズされている。
なおマンハンターは軍所属ではないため、この機体はまさに連邦軍という虎の威を借る狐の虎の威である。
余談だが、A型払い下げられるような状況なのに、末端の基地ではさらに旧式のジムⅢとかをまだ使っている可能性があり、連邦上層部のずさんな管理体制が垣間見える。
せめてジム3か大量に作られてたジム2を民間に払い下げればいいのに…なぜまだ頑張れそうなジェガンを…

兵器って初期生産型は組み立て工員のノウハウが低かったり、開発中に見つけられなかった欠陥が露呈したりで品質が低いものが多く、意外とすぐ退役する例もあるとか
CCAでも戦闘の後というのもありますがカタパルトに着艦しきれずに倒れたりしている機体が出ています
そういう実戦で見つけた欠陥を見直したり、組み立てノウハウが確立されてからA2型やD型なのでしょう

I see a lot of comments about how cool it is to see a mobile suit optimized as a mobile guard tower, or the changes they made to reduce the destructive impact walking a 19 meter tall me mech in the city streets would have... However, I do not see comments on why they chose to paint this Manhunter Jegan wearing thigh highs.
Anyone notice that this Jegan isnt leaving any damage to the roadway while it's walking? Rubberized foot soles?

The crotch mounted gun is there because its illegal to use mobile suits on civilians, having the crotch mounted gun makes it legal since it technically isnt the mobile suit/pilot thats doing the shooting.
