During my career were tried several different ways to pack/load our High Rise packs. Overall, this was the best (we were on the Left Coast so we never heard it called a Cleveland load but it was the same thing). The WORST is a short load folded back and forth. If you ever deploy one folded that way inside a stairwell with open tread steps you’ll know why.
