western riders don’t necessarily need to have their heels down as much as english riders, if you look it’s mostly just hunters and eq and HUS / pleasure, that push their heels down farther. Dressage, XC, 1.20 jumpers and other disciplines don’t really do that as much. It really depends on rider, and discipline. It’s an equitation thing. Worry about yourself and don’t try to coach other riders unless they ask for tips, lots of people get upset and feel bad about their riding when people pick at the little things from a short video.
