A machine can mix multiple powders together and pour them on the rubber on a timer or temperature, but it would require multiple smaller machines to handle the same operation which would end up costing a lot more then just paying one human to do it all at once.
While machines can do a lot of processes, what they can't do well is quality control. A lot of the steps performed by humans, then, are not just matters of cutting or adding, but also matters of looking to make sure things are going correctly.
