From the looks of it, conqueres haki is hereditary. During marinefird when luffy used CK garp said “so you born with it” Garp definitely has it. Or else he wouldn’t be able to compete with Roger.

If I had to pick 5 characters to have conquers haki outside of OP, I would say Yami, Sukuna, Dio, Thorfinn, and my personal favorite Yujiro Hanma.
Yujiro doesn't have conqueror's haki. Yujiro IS conqueror's haki in physical form.
