The tails in this orientation are in theory supposed to resist the tension of the cantilevered weight of one half of the chest hanging on hinges. At the top you can imagine that weight wanting to pull the cabinet sides apart is greater than the weight of gravity pulling the cabinet down. This is just the conventional way to do this. With today’s glues I don’t think the orientation matters as much.
