It is nice to watch but the majority of these combos are not good for the actual game, spend to much resource not dealing good damage, stick with the simplest it is better.

No, The start of the combo uses charged hooligan. Since we can not Input Hooligan Manually and need to use the special Input, It will do %80 damage Instead of the %100 with classic. The rest of the Combo most likely scales further. However do jumping Heavy kick into Standing Heavy Punch Instead of the Hooligan would be Identical In damage with modern controls.
The timing is a little tough. You have to buffer the lvl3 input while holding the kick button. And once the kick lands thats when you hit the punch button for level 3

A little something that helped me is press forward then quarter circle forward to do the DP
