I’m assuming because they wanted nergigante to be a world specific thing like how valstrax wasn’t in the next game
And with the return to world event we probably won’t see nergigante again until the mh game after wilds

Currently it's between Savage Deviljho and Furious Rajang.
Savage Deviljho is capable of taking on even stronger elder Dragon's such as Vaal Hazak, Ruiner Nergigante and Velkhana.
Unfortunately Seething Bazel and Raging Brachy don't have unique turf wars to display their feats in World.
Same with Furious Rajang.

Deviljho is on par with Rajang and Bazelgeuse. Both are 8-star monsters in Rise; Apex Zinogre is a 10-star monster, with ranking on par with Crimson Glow Valstrax, Narwa, Gaismagorm, etc. Even Furious Rajang and Seething Bazelgeuse are only 9-star monsters. Apex Diablos is another 10-star monster. Even the weakest apex, Arzuros, is an 8-star monster that drives rampages.
Apex Monsters are essential deviants, with the strongest apexes being Zinogre and Diablos, who are essentially Thunderlord and Bloodbath respectively. In ‘Generations Ultimate’, the G-rank pub managers were said to be such skilled hunters that they each could hunt Deviljho with a hand tied behind their back. This statement was a setup for the information that Bloodbath permanently ended their careers and crippled one of them. Bloodbath *might* be a bit stronger than Apex Diablos, but they’re still quite similar.
Apex monsters, especially strong ones like Zinogre, drive on rampages with hordes of monsters-very often including things like numerous Bazelgeuse and/or Rajang that dare not fight back and are clearly inferior to the apex. Deviljho would likely not be any different from Bazel or Rajang in these hordes.
In the Amatsu hunt, Apex Zinogre as a riding option is clearly superior to Crimson Glow, and requires both the player and Utsushi to ride, whereas Crimson Glow can only be ridden alone and will appear much more easily. Apex Zinogre appearing over Crimson Glow is a *bonus*, not a detriment. Amatsu itself is shown to be a bigger threat than Allmother Narwa because instead of being invaded by Malzeno or Kushala or Teostra, it smacks down *Apex Zinogre*.
In Anomaly Investigations, Apex Zinogre occupies the highest research level tier among non-target monsters (because apex monsters can never be targets), including and matching Primordial Malzeno and Risen Shagaru, again vastly surpassing Rajang or Bazelgeuse-or Seething for that matter, and appropriate to its ranking has higher stats. It only appears in *very* high level investigations (Lv241 and above), **200 levels** past the appearance level threshold for Rajang and Bazel (Lv41 and above for normal, Lv61 and above for afflicted). (Primordial Malzeno and Risen Shagaru begin appearing at Lv131 and above. Apex Arzuros, Rathian, Mizutsune, Rathalos, and Diablos begin appearing at 41, 81, 121, 161, and 201, respectively.)
The weakest master rank Apex Zinogre is stronger than Hazard Rajang by stat total, lol
On top of everything else, not that it matters much in Rise’s gameplay; Apex Zinogre is strong against dragon and Deviljho is weak against Thunder, lol.
Both in gameplay and in lore and hype, Apex Zinogre, who even tried to throw hands with Amatsu, and did fairly well, showcasing great acrobatics, is a way bigger deal and stronger monster than Deviljho or the odd “normal” elder dragon it would be compared to.
So yes, being real, Apex Zinogre would take a random Deviljho apart.
