Dirt accumulates in the remaining parts of the bowl, which worsens the lighting and visual properties of the fixture, getting rid of it seems to be a better option.
There's nothing planned but it's very likely these will get replaced in a few years. The electronics luckily hold op pretty well considering the entire neighborhood has lanterns like this

It's eventually all going to be replaced to LED in a few years. Why bother putting up a new Lantern if this one is fixed with 3 new bulbs.

All 3 tubes burnt out. That probably didn't happen overnight and the thing was running on the last remaining tube for quite some time already.
That one's seen better days, at least what's left of the cover sheilds the electrics a little bit... LED conversion soon?
